With the Haj season fast approaching, Saudi authorities have announced the reinforcement of strict regulations to ensure compliance with pilgrimage protocols. The Ministry of Tourism has issued a stern reminder to citizens, residents, and visitors about severe penalties for violating Haj rules, which will remain in effect throughout the season.
A key regulation underlined by the ministry is the requirement for all pilgrims to hold valid Haj permits. Any individual found transporting pilgrims without proper documentation will face a hefty fine of 10,000 Saudi Riyals (approximately Dh9,700). This penalty is applicable to all, regardless of nationality or residency status.
Moreover, the penalty is multiplied per unauthorized pilgrim. For instance, transporting 15 pilgrims without valid permits could result in a total fine of 150,000 Riyals. The government is also authorized to impose imprisonment of up to 15 days for violators, reflecting the seriousness with which these rules are being enforced.
Adding to the consequences, any vehicle used to transport unlicensed pilgrims will be confiscated upon a court order. Additionally, authorities have announced that violators’ names will be made public, aiming to deter others from engaging in similar illegal practices.
For expatriates, the repercussions are even more stringent. Any resident caught performing Haj without a permit or aiding others in doing so faces deportation after serving their sentence. These individuals will also be banned from re-entering Saudi Arabia for a specified duration, as outlined in national legislation.
The Ministry of Tourism has also imposed new restrictions on accommodations within Makkah. From Dhul-Qi’dah 1, 1446 AH (April 29, 2025), all hospitality establishments in the city are prohibited from providing lodging to individuals who do not possess a valid Haj permit or an approved entry permit for work or residence. This measure will remain in place until the end of the pilgrimage season.
Saudi Arabia continues to emphasize the importance of maintaining order and safety during the Haj, which draws millions of pilgrims from around the world. The regulatory framework aims to manage the flow of pilgrims, safeguard their well-being, and preserve the sanctity of the pilgrimage.
Authorities urge all residents and visitors to respect these laws and cooperate fully to ensure a smooth and secure Haj season. The government reiterated that these measures are in place not only for crowd control but also to enhance the overall experience and safety of pilgrims during one of the world’s largest religious gatherings.
