DOHA – Qatar’s Cabinet, chaired by Prime Minister and Minister of Foreign Affairs HE Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani, convened at the Amiri Diwan on Wednesday, focusing on constitutional developments and key government projects. Following the session, HE Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali Al Mohannadi issued an official statement outlining the Cabinet’s discussions and decisions.
The meeting commenced with the Cabinet’s endorsement of the Shura Council’s recent approval of draft constitutional amendments. The amendments were presented to HH the Amir Sheikh Tamim bin Hamad Al-Thani after the legislative body’s Monday session. In response, the Cabinet commended the collaboration between the executive and legislative branches, which aims to actualize HH the Amir’s vision. This vision places a premium on national unity, justice, rule of law, and equal citizenship.
One significant outcome of the Cabinet’s session was the discussion on Decree No. 87 of 2024, which invites citizens to participate in a referendum on the proposed constitutional amendments. This initiative reflects HH the Amir’s commitment to increasing public involvement in governance and strengthening Qatar’s national identity. Preparations for the referendum are underway, with the Ministry of Interior (MOI) and the general referendum committee actively coordinating to ensure efficient procedures. The referendum is anticipated to underscore the close relationship between Qatari citizens and their leadership, reinforcing national cohesion and traditional values.
In addition to constitutional matters, the Cabinet addressed various agenda items, including a draft resolution aimed at consolidating government warehouse management. The proposed resolution seeks to improve the efficiency of state warehouse operations and reduce associated costs, marking a step toward streamlined resource management within government facilities.
The Cabinet also reviewed a draft resolution to update the composition of the Qatar Financial Markets Authority’s (QFMA) Grievances Committee. This update amends provisions within Resolution No. 32 of 2013, ensuring the QFMA maintains effective oversight aligned with current financial regulatory needs.
In the realm of international cooperation, the Cabinet approved a memorandum of understanding (MoU) with Algeria, aiming to foster collaboration in tourism and business events. Additionally, the Cabinet acknowledged a MoU signed with Sweden’s Folke Bernadotte Academy (FBA) on September 3, 2024, which formalizes a partnership in peacebuilding, mediation, and conflict resolution.
Concluding the session, the Cabinet reviewed three reports, addressing recent government initiatives and international engagements. These included the June 2024 report from the steering committee on the Government Resource Planning and Management System project, the Qatar Financial Markets Authority’s annual review of its 2023 activities and financial status, and the outcomes of the Qatari-Finnish business forum attended by HE the Minister of Commerce and Industry.
The Cabinet’s session underscored Qatar’s ongoing commitment to governance modernization, public engagement in constitutional reforms, and strengthening strategic international partnerships.
